		<description>If we had competing regulators, and we paid them for every guilty fox that they caught, then they&#039;d quickly get a lot more effective at fox-hunting.

As it is, we have one fox hunter, and when they fail to protect the chickens they complain that they&#039;re not being paid enough to be effective.  That might be true, but how would we know?</description>
