		<description>John Walke&#039;s point that it is interesting how the Bush EPA acted is correct, but it is not surprising.  That is simply how they govern, by writing rules they like and ignoring statutes they don&#039;t as long as possible.  The really interesting thing is why a court had to overturn this.  A commitment by Congress to effective oversight could have done so much more quickly.</description>
