		<description>I&#039;m always surprised by the persistent use of the &quot;Apollo&quot; analogy by politicians and policy makers. I understand that symbolically it represents something grand in terms of ambition and achievement. But as a historical example of policy making, it&#039;s a terrible comparison. Apollo was a crash program, executed with little forethought to long-term effects, hastily put together by politicians with no consultation with the public, and done in response to acute presidential crises (Gagarin&#039;s flight and Bay of Pigs). The correspondence between JFK and LBJ from May 1961 shows how desperate the administration was to score a big visible policy victory. Once Apollo was launched (the program that is), JFK considered quietly dropping it, having achieved the domestic and foreign policy success he needed. Meanwhile, the Apollo program itself distorted NASA&#039;s original strategic mission (from either the Von Braun or Van Allen model and in ways very different from what Ike wanted) in ways that the agency is still dealing with. While &quot;Apollo&quot; may signify something special and grand to the Baby Boomer generation, it is a poor model for a forward-looking and carefully-reasoned energy policy.</description>
