		<description>This isn&#039;t a net neutrality issue. This is an issue of balancing the users&#039; needs of a limited resource. Bandwidth is not finite and if, as you cite, P2P traffic takes up 50%-90% of the Internet, then ISP&#039;s have an obligation to make sure that everyone has the bandwidth they need. It seems ironic that people use this to demand net neutrality regulation because if there was no management of the network (which may be difficult under net neutrality provisions) then the Internet would not be useful to anyone, not even those using P2P applications.</description>
